At the bottom it says something about needing a launch blabla?

To use paratroopers, you must be attacking the same territory you’re sending them to with non-paratrooper land units.
Paratroopers are only used to support other attacks, and cannot do stand-alone assaults.
That’s why you can’t make the move…
