what is the difference between balanced mod game and global 3.9 final?
The full monty is written on the balanced map.
But as I remember;
No russian axis terr. bonus but receive +12 each round.

Aa cost reduced to 4
French NO changed to +5 ipc if wazname something.
So I wanted global 3.9 'cos that was what we bid for
and it seems like balanced mod would make out bid unfair…
I think russia has advantage w. plus 12.
