Here is an example of the failure of bombing a small coastal emplacement at Normandy:

"SAINT-MARCOUF : THE CRISBECQ BATTERY
GERMAN COASTAL DEFENSE

The only heavy battery on the eastern coast of the Cotentin Peninsula, the Crisbecq Battery, was located 2.5 kilometers from the shore on a crest overlooking all of Utah Beach. From Crisbecq, the Germans could see and defend the entire coastline from Saint-Vaast-la-Hougue to Grandcamp.

Although it was never completed, the Crisbecq battery was the keystone of this portion of the German Atlantic Wall with three, long-range 210 mm cannons and a garrison of 400 men. The Allies dropped over 800 bombs on Crisbecq between April 19 and June 6, 1944. This unrelenting aerial attack climaxed on the night of June 5 when 101 four-engine bombers unleashed 598 tons of explosives on the battery. On June 6, the surroundings were unrecognizable, but the guns were still intact.

At 6 am on D-Day, as GI’s were landing on Utah Beach, Crisbecq opened fire, sinking an American destroyer.

The battery held out for several days, despite shelling by U.S. battleships and attacks from the American Infantry in hand-to-hand trench combat.

To repel the Allied assault, the German commander of Crisbecq radioed to the Azeville battery and requested that it fire on his position. Crisbecq was finally taken at 8:20 am on June 12, after the German commandment ordered its troops to evacuate to La Pernelle, between Quettehou and Barfleur. The fierce German resistance momentarily halted the Allied Advance to the north. "

Just pulled that off of a google search on D-Day.  I’m not trying to be a chump with this post, just noting that “bunkers” were built to be hidden (maybe not all of them) and to withstand such an attack even if discovered before ground operations.  I mean if 101 heavy bombers in one mission the night before D-Day have little impact why should a SBR inflict damage on a bunker?

The second unit is Heavy Tank. A:3 D:3 M:2 cost: 9.
This unit will represent the heavy late-war tanks. Examples are the Soviet Josef Stalin tanks, British Churchill and German Tiger tank. Aside that it function as a normal tank it will rise it’s attack value to 4 if it’s combined with a mechanized infantry OR tactical bomber.

Tanks already Attack @3, Defend @3 and Move 2 for a cost of 6 IPCs. “Heavy” tanks should attack and defend @ 4 if they will cost 9 IPCs.
Also, there has been discussion in other threads that “Heavy” tanks should only move 1, or at least can not Blitz. This is due to the fact that they are so big and heavy. For example: The King Tiger tank was a very tough tank but was also kind of big and cumbersome. Part of that problem was that the engine was underpowered so they just couldn’t go very fast at all. However, if the movement is cut down to 1, perhaps the cost should also drop to 8.

One member came up with a pretty good formula to figure out the cost for land units: Attack + Defense + Movement - 1 = Cost.
For an example, say Heavy Tanks at 4-4-2-9. This works out perfectly. Attack 4(4) + Defense 4 (8) + Movement 2 (10) - 1 = Cost 9.
Now try Artillery: Attack 2 (2) + Defense 2 (4) + Movement 1 (5) -1 = Cost 4.
It actually doesn’t work for tanks since they changed the values to 3-3-2-6. By the formula, tanks should cost 7. Some have argued that OOB tanks should be considered “Medium” and should only defend at 2, which would fit the formula 3+2+2-1=6. Unfortunately, others say if you lower the defense to 2, then cost should go down to 5, which screws up the formula again.
Personally, I would be fine with Medium tanks at 3-2-2-6 because it also allowes for Tank Destroyer units (currently being put out by HBG) that would switch Attack/Defense values (2-3-2-6).

By the way, this formula does NOT work for aircraft or naval vessels. I don’t know if anyone has figured out a formula for them yet.

This is a new concept to make SBR more effective and also speed up the game by causing a reduction in placements based on a portion of damage caused by SBR.

All Factories now have maximum damage rating according to this calculation:

Factory type + Territory IPC

So in North Italy a major at 10 and territory at 4 means the factory can be bombed for damage up to 14 points

So a major in Germany at 10 and the TT at 5, means Germany can be bombed for 15 Points max

Part 2:
When repairing damage, all damage sustained greater than the total placement value of the factory are always repaired first.

Part 3:
If damage exceeds the factory placement total, additional placements must wait till the next turn to be reset.

Total damage - Total production capability ( rule #1) = value - factory production capability= total placements in the current turn.

If Germany has 12 points of damage and decides to pay for all repairs, it will only be able to place 7 units THIS TURN, and 10 units next turn ( provided it does not sustain new damage the next turn)

12-15=3-10=7

If Russia ( worth 4) has a Major factory and sustains 8 points of damage, it will only be able to place 6 units this turn and 10 the next turn.

8-12=4-10=6

If the Soviets have a minor factory in a space worth 2 IPC and it gets bombed for 4 points of damage and the Soviets pay the 4 IPC to repair, They will only be able to place 2 units THIS TURN, and 3 units next turn ( ( provided it does not sustain new damage the next turn)

4-5=1-3=2

Lets now use a slightly different example:

Germany has been bombed for 12 points, but fixed only 8 damage points…net 4 unfixed. Germany can only build 4 units this turn and if they don’t fix the damage next turn, it will remain at 4 units

In this case unfixed repair points alter the maximum total sustainable value.

So in this case its normally 15, but now changed to 11 ( this is true as long as you don’t repair all damage).

8-11 ( you must use this new basis)= 3-10= 7 units now and each turn as long as you got 4 unfixed.

Another example:

UK has a major worth 10 and the TT is worth 6 IPC= total 16 maximum damage rating.

They suffer a SBR totaling 14 points, but fix only 6 of these leaving 8 unfixed.

14-8 ( this is her new total capacity because the other 8 was not repaired)= 6-10=4 units.

I am sorry for all the examples but i am trying to really make this clear. To me this is really simple, its just the way to explain it is hard, but once you get it you really can see the magic behind this rule. I consider it one of the best ideas to fix the SBR and give it more weight in the game.

Also my final rule on tactical bombers is somewhat altered:

Every 2 tactical bombers roll 2 dice in SBR and you must pick the higher of the two dice in this roll.

or

If you have only one tactical bomber used in SBR, roll two dice and you must pick the lower of the two dice in this roll.
