Non-Combat movements????

@The_Good_Captain The rule applies in all sea battles where there are sea units allied to the attacker present, regardless of the type(s) of defending German sea units. The rule mentions only German subs because the author failed to take into account the possibility that the situation could also exist with German surface units if they were mobilized in a hostile sea zone. This oversight was corrected in the Axis & Allies Pacific Rulebook.

Since the invention of bombs, I would say just about everyone.

Yes, and no. You can fly over areas with ememies but you can’t pass through a sea zone to get to another… except if you use subs and there are no destroyers in the fleet.

However, if you start with the territory, ex. Leningrad, Archangel? for the Russian, those territories can build unlimited units for Russia.

the battleships must fight it out, unless the british attacked with units form another sea zone that doesn’t contain any enemy units. I am, of course, assuming the submarine cannot be submerged at this point.
