Can France Declare war on China? and Vice Versa?

If the Burma Road is open and Manchuria, Kiangsu & Kwangtung are under Allied control, Chinese units may enter non-Russian Pacific territories (can help clean Japan out of SE Asia and Korea). They are permitted to deploy one transport on the board at a time limited at SZ 20 and it can only move to SZ 36 (let 'em liberate Formosa & Hainan on their own).

It’s not a matter of etiquette.  The owner of the air unit makes the decision whether or not to scramble it, regardless of the controller of the territory it’s in or the owner of the attacked fleet.

I see what you’re trying to do with these ideas, but you need to be careful or you’ll make the US-China partnership in the game become a penility for the US which wouldnt be fair. Ideas I have heard have been to do things like;

If the burma road is open allow the US to replace the Chinese fighter if it gets destroyed.
If the burma road is open AND the US is at war allow them to purchase 1 unit for the Chinese per turn.

I like both of these and would better represent the US’s support to the Chinese, and also the importance of the Buram road. The second idea would need to be limited to land and air units only (obviously) but to have no more then 1 of each non-infantry/arty unit type (no more then 1 fighter, tatical bobmber, tank, mech infantry, ect…)

France offered to hold their action so that Germany could go immediately, thus allowing Italy and Germany to coordinate more fluidly, instead of interrupting to state they were doing nothing and causing a multiple day delay between Italy and Germany.

If the players agreed to the change in order, the agreement should stand.  Why should the Axis assume France would not make the attack if the order has been changed.  Have the online moves been being submitted as if France was going in it’s original order?

It was not an agreement that the turn order was different.  That would have constituted a house rule and why would France give up the right to screw up the Axis plan forevermore in perpetuity?  No, it was a contingent offer that if Italy did nothing to instigate an attack by France, then Germany could be allowed to move so as not to slow down the game.

You’re making some assumptions about when the USA would be able to enter the war.  You could easily say that the more powerful Germany gets (e.g. the more of the USSR it takes) the sooner the USA can enter the war to stop the German menace.

Japan/Russia has no effect on UK/Anzac relations to Japan.
UK/Anzac can declare war on Japan “when they want” (so to speak)
