I thought that if Russia attacked, this negated the Mongolian control…
Oh well, another major error on my part. Still learning here :)
The rule is that no matter what the relation between Japan and Russia is, the first country to attack a territory bordering Mongolia is what triggers Mongolia’s status as either Russian allied or true neutral. If Russia had attacked Manchuria they would have switched to neutral. Japan can even attack SFE, Siberia and Sakha without affecting Mongolia’s status.
