House rules for using the new 1941 sculpts in other global games…

I am playing Axis and Allies 1941 with some home rules and I have some questions about what strats I could use to gain an advantage over the Allies. I am playing Germany and Japan against the Allies. The home rules we have are that tanks can blitz through occupied territory. for instance attack an occupied territory then blitz and attack a new space right next to the one they just captured and attack the units inside that space. Please tell me your thoughts on this I know that it is really overpowered but we have one more, bombers can, instead of bombing, pick up one man and drop him in a territory as a paratrooper so you can capture those spaces with nobody on them. We also added bombardment by only battleships, hit on a 4 or less.

So first German turn I captured Moscow and surrounding territory, I did not think about the necessity of taking Anglo Egypt before I found this website so I did not do this and now India is backed up. England gained control over the Atlantic and holds my battleship and 2 subs in sea zone 5 they hold it with a Huge fleet which has a fully maned aircraft carrier and they took western Europe with one tank remaining I can take this back quickly though because I have 4 tanks and 4 inf available in Germany I just wanted to know what I should aim for and what are my goals to try and get. my income per turn is about 20.

If you have any questions you can ask. about the home rules one more I should mention is that transports instead of having no defense can escape. they role one dice depending on how many ships are in the fleet, so if there is 2 ships the transport roles and a 2 or less it escapes if 3 ships it roles 3 or less escapes etc… if more then 6 ships it automatically escapes you can decide if it escapes or not if you decide to escape it can only move one space if it can’t move anywhere to a empty space or where there is friendly units it can’t escape it cannot move into a enemy occupied territory.

While I’m no expert, if I were going to add artillery units from 40 or 42 to my copy of 41, this is how I would do it.

First, use the pieces and rules from 42. Here are the stats for artillery:

Supports Infantry: When an infantry attacks along with an artillery, the infantry’s attack increases to 2. Each infantry must be matched one-for-one with a supporting artillery unit. Artillery does not support infantry on defense.

Supported by Artillery: When an infantry attacks along with an artillery, the infantry’s attack increases to 2. Each infantry must be matched one-for-one with a supporting artillery unit. If your infantry outnumber your artillery, the excess infantry units still have an attack of 1. For example, if you attack with two artillery and five infantry, two of your infantry have an attack of 2 and the rest have an attack of 1. Infantry are not supported by artillery on defense.

Finally, I would change the initial setup for 1941 to reflect the presence of artillery in armies already on the board. I would think that changing every 3rd infantry in a territory to artillery would be a decent start. If I did that, I would change the setup in some territories and leave the rest alone. The changed territories would reflect the following setup:

Russia: 4 infantry, 2 artillery, 1 tank, 1 fighter*
Archangel: 2 infantry, 1 artillery
Karelia: 2 infantry, 1 artillery
Caucasus: 2 infantry, 1 artillery, 1 tank
Siberia: 2 infantry, 1 artillery

Germany: 2 infantry, 1 artillery, 1 fighter, 1 bomber
Eastern Europe: 3 infantry, 1 artillery, 2 tanks
Ukraine: 2 infantry, 1 artillery, 2 tanks
West Russia: 2 infantry, 1 artillery

Japan: 3 infantry, 1 artillery, 1 tank, 1 fighter, 1 bomber

*Note that according to the FAQ put out after the game released, the territory labeled Russia should start with six infantry. If you haven’t read this FAQ, you should, as it made other changes to the setup of the board. If you swap every third infantry for an artillery, you would get four infantry and two artillery, as shown above.

Also, this would mean that neither the UK nor the US would start with any artillery as their regular setup have no territories with three or more infantry. Either shrug your shoulders or change their setup as you feel appropriate, perhaps as follows:

India: 1 infantry, 1 artillery, 1 fighter
Eastern U.S.: 1 infantry, 1 artillery, 1 tank, 1 fighter, 1 bomber

The above changes should integrate artillery into a game of 1941 fairly well. The Axis would swap 5 infantry for 5 artillery and the Allies would swap 6 or 8 (with optional UK and US artillery swapping) infantry for 6 or 8 (with optional UK and US artillery swapping) artillery for the setup of the game.

Here are some of the rules I liked that are different:

Naval spotting - makes sense, maybe add +1 to spotting roll if sub or plane present.

Research - I’m assuming those are free rolls.

AAA - firing before each round.  At 5 planes seems a bit steep.

Cruiser (AA) - That’s a house rule I already use.  Makes them a little more useful.

Railroads - I’ve seen and used them, but with a limit to units moved.  But since your limiting it to 2 spaces.

Research Focus - A research tech for your research roll.  Brilliant!

Heavy transports - Another one in use.

Sonar - Interesting concept.

Not sure on the “Dodge” concept.  Thanks for the listing of your rules.

Here is an interesting bit of historical trivia. The US 8th Air Force actually had bases in the Ukraine for a short time. From June to September 1944, the 8th Air Force started a shuttle run of bombers that would take off from England and Italy, bomb targets in Germany then fly on to 3 bases in the Ukraine, Piryatin, Mirgorod and Poltava. The reasoning was mainly to show solidarity with the Russians and to hit Germany from an unexpected quarter.
The mission was called “Operation Frantic”. I don’t think it was much of a success. One reason is that the Luftwaffe bomber arm was still fairly strong in the East. Some Luftwaffe planes saw the American bombers heading into Russia. Then when a shot up P-51 crashed in Poland, it had documents on the Russian bases. Luftwaffe command was notified and they send Fliegerkorps IV, nearly 350 He 111s, to pound those bases while the B-17s were lined up in neat rows due to lack of space. It was the 8th Air Force’s costliest single operation of the war.
I didn’t even know about this until I read it in World War II magazine.

I know this topic has been dormant for some time but thought it would be better to say here that I play with heavy tanks on a cost: 7/ att and def: 4 basis but with a move of just 1.

I like to keep house rules ruthlessly simple and eliminating the suggested heavy tank non combat move of 2 also helps to ensure the unit doesn’t become too overpowering. (Also helped by the fact that I also play with heavy artillery on a cost 5, att/def 3 and move 1 basis so both attacker and defender have access to a unit with +1 hit for +1IPC compared to OOB).

Advanced Fighter Design. Great Idea in air combat, but your making a fighter stronger than your med. bomber in ground attack and as strong as a regular bomber in ground attack. Fighters should not have the same ability to inflict damage to ground and naval targets as a strat bomber or tac bomber, IMO

Technology Rules:
Technology is done the same as AA50, however there are now four technology trees, land, air, naval and production; and you now pick the technology once you have a breakthrough. Each of these trees is split into three tiers. The first two technologies of each tree belong to tier one. The second two belong to tier two. The third set of two belong to tier three. On a successful role, you can choose the technology you want from any technology tier you have available to you. To start, only tier one is available; you can choose between the first 8 technologies (radar, rockets, heavy artillery, marines, long lance torpedoes, super submarines, war bonds, improved factory production). Once you have a tier one technology, you unlock tier two from that technology tree only. In order to unlock a tier three, you must have at least one tier two technology from another tree. So, once you have at least two tier one techs (radar and marines for example) and two tier two techs (jet fighters and reinforced concrete for example) both land AND air tier threes has been unlocked. From there you would just need one tier one and one tier two from the naval tree (for example) to unlock the naval tier three. You may, of course, acquire all techs on the board so long as you roll successfully and the respected tiers are unlocked.

Air Technology

1. Radar
All your AA guns now hit on a 2 or (including AA Cruisers). Fighters in a territory with an operational airbase may scramble to intercept strategic bombardment attacks against facilities in any adjacent territory, following the standard interceptor rules. Your shore batteries now hit on a 2 or less. Your AA guns may now defend against rockets in the territory that is targeted by the rockets and where the rockets ‘fly over’ your AA guns (including AA cruisers).

1. Long-Range Aircraft
All your aircraft have their range increased by 1.

2. Rocket Projectiles
Your tactical bombers may choose its targets twice. Each tactical bomber can choose its target in the first and second round of combat.

2. Rockets
Your AA guns are now rocket launchers. In addition to its normal combat function, during the strategic bombing raid step of your Conduct Combat phase each turn, each of your AA guns can make a single rocket attack against an enemy facility within 3 spaces of it. This attack does 1D6 damage to that facility. All AA guns that can fire, may fire. Only one shot per AA gun. And each facility may only be the target of one rocket attack per turn.

3. Jet Fighters
The attack value of your fighters is now 4 instead of 3. The attack value of your escorts is raised from 1 to 2. The defense value of you interceptors is raised from 2 to 3.

3. Heavy Bombers
Your strategic bombers now roll 2 dice when you attack or make a strategic bombing raid, choose the better roll. Each bomber rolls separately. Heavy bombers still only roll one dice when defending.

Land Technology
1. Heavy Artillery
Each of your artillery units can support two infantry instead of 1 per attack. Two infantry, when coupled with one artillery, have an attack value of 2.

1. Marines
Your infantry attack at a 2 (3 when paired with artillery) during the first round of amphibious assaults only.

2. Improved Mechanized Infantry
Mechanized infantry attack at 2 or less when paired with a tank.

2. Reinforced Concrete
Your bunkers and block houses each gain 1 hit point. Your blockhouses’ guns cease to fire on the fourth damage marker rather than the third.

3. Conscription
You may place one infantry, for free, in any one territory that you have owned since the beginning of your turn.

3. Heavy Tanks
Each of your tank units can support two mechanical infantry instead of 1 per attack. Two mechanical infantry when coupled with one tank have an attack value of 2. In addition, every third tank attacks/defends at a 4.

Naval Technology
1. Long Lance Torpedoes
During the first cycle of combat only, your destroyers attack and defend on a 3. In succeeding cycles of combat, your destroyers fire as normal.

1. Super Submarines
Your submarines attack at a 3 now instead of a two, but they still only defend at a 1.

2. Combined Bombardment
Your destroyers now can conduct bombardment during an amphibious assault. (Their attack is 2.)

2. Heavy Carriers
Your carriers now have a 3 plane capacity.

3. AA Cruisers
Your defending cruiser(s) gets one AA roll against each enemy attacking plane, hitting at 1 (2 with radar tech) prior to the first round of combat. Each plane that is hit is removed before shooting back. Only one AA roll per combat, regardless of how many cruisers present. Same rules as AA guns.

3. Dreadnoughts
Your battleships have a first-strike capability (both attack and defense qualify). This capability is for the first round only. Any casualties are destroyed and removed from play with no chance to counter-attack (it does not disrupt the special ability of a submarine, but rather fires at the same time). In addition, your battleships now roll two dice during the coastal bombardment step of an amphibious assault, you may choose the best roll. Each battleship rolls separately. Casualties may still return fire.

Production Technology
1. War Bonds
Collect 1D6 extra IPCs during collect income phase.

1. Improved Factory Production
Your factories may produce one and two extra units respectively. Additionally, the cost to repair your factories is halved rounded up.

2. Mobile Industry
Your minor industrial complexes each may move one territory during your noncombat move phase. They cannot move during the combat move phase. If they are captured by an opponent, that opponent cannot move them without this tech. You cannot produce units from a factory on the turn it has moved. Subterranean industry cannot be moved.

2. Household Industrialization
Penalties to factory output by damage reduced by half, rounded up. i.e. A major industry, with 7 damage done to it, will still be able to produce 6 units.

3. Subterranean Industry
You may purchase/upgrade subterranean industry. Damage taken from strategic bombing raids is halved, rounded up. Subterranean industries cannot be moved. On the turn it is upgraded, an industry can only produce units equal to the amount it would have been able to produce prior to its upgrade. i.e. if a minor complex is upgraded to a major complex, that complex may only produce 3 units during your mobilization phase.
Cost is as follows:
Minor sub: 15 Upgrade minor to sub minor: 6 Upgrade minor sub to major sub: 25
Major sub: 38 Upgrade major to sub major: 15 Upgrade minor to sub major: 30

3. Improved Shipyards
Your sea units are now cheaper to build. Use these revised costs:
Battleship: 17 Cruiser: 10 Transport: 6
Aircraft Carrier: 11 Destroyer: 7 Submarine: 5

I just have a problem sinking a piece without even rolling a dice.
Same thing here.
You must rolling die to sink a warship escorted or not.

The only long range sortee by unescorted battleships that I have ever heard of are the German convoy raiders of WW II. I just feel that there should be some penalty for a player doing such a foolish thing in AA. Maybe a one shot attack and then submerge is enough.

Either subs attacking unescorted capitol warships get 1 roll, if a 1-2 ship sunk on 1st hit. if sub misses,sub is considered submerged,breaks off attack,but if it stays in sea zone to try again next turn or follows same shipsinto another sea zone to try again next turn, destroyer and cruisers detection roll is upped to 1-4 becouse sub is known to be activly prowling area.

Well if a player let his warship alone, it could be destroyed.
Sub must continue his attack after the first round of combat or warship alone can escape after the first round. - But I prefer the first option-.
