Have yet to look, but you do have to hold 6 cities throughout an entire round, so as long as I can get it back….

YES
Scrambling is ONLY an option when any boat in your sea zone is under attack, or any territory adjacent to that sea zone is being attacked by amphibious assault.
In fact, I have already reinforced the Balkans during noncombat though Z97 is a scramble zone. (The French just walked into Greece, for example) -

Somebody’s smelling victory! My experience with P40 is that the 6th city is harder to get than the 3rd through 5th combined. And then you have to hold 6 or more throughout an entire round of play after getting the 6th. No, you will definitely earn victory!
