As there are no Russians on the map and a pact between Russia and Japan, does everyone move all units out of Manchuria on J1?

I am sure this will be cleared up in the 2nd edition. For now I have got my Allied opponents to agree to my leaving 3 of the 7 Japanese Inf as a garrison. Leaves me 4 ground units for Chinese adventures. Since Europe and Global were added I have been unhappy with emptying Manchuria of ground units.

Yes, I was wondering this as well. I see no reason why Japan could not just vacate Manchuria on turn 1 of standalone Pacific 1940, as there is nothing binding her to the place.

People complain the Axis have the advantage in Global. ( I do not agree.) Allowing Japan to vacate Manchuria and Korea in Pacific gives them 12 more ground units to overwhelm China. (This is an advantage.)I am playing this weekend and have decided to leave 4 behind, but my position still looks very strong. Maybe I will leave 6 behind.

Did not find out how my garrison of 6 worked by the way, as we decided to play Global knowing we would not finish. The Manchuria problem loomed too large. Will probably wait until 2nd Edition clarifies it for us. It has to!

Are you saying that there is now some stipulation that decrees Japan must leave a garrison of troops in Manchuria in order to maintain her non-aggression pact with Soviet Union, in Global 40?
