Generally speaking powers defend together. However in G40 there are powers that start off neutral (Russia and USA) or not at war with each other (like Japan and UK/France). You could have a case at sea when you attack a sz with units from multiple powers, and can ignore the units that belong to a power that you aren’t yet at war with.
Sub Question
-
A sub and two cruisers attack a battleship. No destroyer is present. The battleship sinks from cruiser hits but fires back a hit in defense. Can the attacking sub be chosen as the casualty instead of a cruiser?

yes. destroyers are required in order to assign hits against subs from aircraft and to cancel the subs other special abilities (submerging, blocking movement, etc). Subs are ALWAYS susceptible to hits from other naval units even if an enemy destroyer is not present.
-
if you make a sub submerge, does it still convoy? I just kinda assumed it does.

Subs are ALWAYS susceptible to hits from other naval units even if an enemy destroyer is not present.
So then if a sub attacks a lone battleship, and misses, the battleship is then allowed to fire against the sub, but a battleship can’t ATTACK a sub unless the sub chooses to let it do so, right?

To be precise it is like this:
When a battleship in it’s cm enters a seazone with an enemy sub in it, the battleship may choose to either ignore the sub or attack the sub.
When the decision to attack is made, the submarine can choose to either face the attack (having a surprise strike unless there is no destroyer with the battleship)
or to submerge instead. -
if a sub engages yes it can die.

You mean disrupt convoy?
Yes, it does. The decision to submerge is a decision for the Conduct Combat Phase only.
Physically it is removed from the battle strip and placed back on the map.
Convoy disruption takes place later in the Collect Income phase.
