It would be rad if the penalty for the UK attacking Japan, was the US not declaring war until Turn 4, and not being able to make combat manuevers until turn 5.
And I agree, the OLD Island NO needs to come back.
That said, I believe the game is still well balanced. But I still think Italy suffers for now coming AFTER The US turn, as opposed to before it.
The US is an entire build/turn ahead of Italy. :s
All that aside though, at Alpha 3.9 is a 100% improvement over OOB. And I consider it relatively balanced. There are so many pieces on the board, and the scale is so large, that any number of things are going to tip the balance one way or another within a 10% margin or so, everygame. I think the objective of having a great -mostly- balanced game, has been achieved.

I like the end result as well… Like I said, if you need to balance your own games, just modify the NOs, the core of the rules are solid.
well I thought 2 inf in italy would be nice considering US is now a turn ahead of italy and since italy starts out 10 ipc a turn… figure 6 ipc is a nice compensation to help defend italy.
It’s nothing major but it does give a little leeway in terms of what italy does for the game.

As for the 2 infantry not making a difference … how is it people think a 6-12 ipc bid makes a difference, yet 2 infantry (6 ipc’s) doesn’t? I’m confused on that one. (for the record, I don’t think for a moment that 2, or even 6 infantry for that matter will make any real difference).
When Japan grabs the money islands, malaya, hong kong, FIC and the philippines its income nearly doubles, with a little push in China - Japan can outporoduce the US. Japan only starts hurting when Japan plans poorly and doesn’t make a massive land grab on its first turn of war with the allies.

To be honest, I’m not sold on the idea that Japan can do all that plus hurt China. That doubled income may not last very long.

Meh I guess we can’t strike round 1 with japan, sad times, screws atlantic over if allies go full atlantic and move all the naval away from pacific. I am just surprised at the lack of income japan gets.

Depends on the Chinese player, mainly moving their stacks from air attack range.
However, if the Japanese player is consistent in striking Yunnan, denying China materials, it can be done. Trust me.
The real problem comes if Britain decides to do a can opener with tanks and mechanized infantry.
