Okay, it sounds reasonable then. As Escorts primary purpose (from a game play perspective) is to take interceptor hits instead of bombers (the ability to shoot down interceptors seems incidental in comparison), I’m inclined to pair it with a rule that escorts can each protect one bomber, but any unprotected bombers take interceptor hits first. This way at least you have a reason for intercepting escorted bombers.
Economic Bombing

So…this idea is based off the London Blitz and other raids on civilians/cities.
Targetable tt’s:
Any tt with either a VC or worth 3+IPC’s.
Any convoy zone. For attacking convoy zones:
On your combat move phase, declare your intent to bomb convoys. Place your strategic bombers and any escorting fighters in an enemy convoy zone. Fighters may scramble, and carrier-based fighters may defend as well. Fight with the SBR rules, and then roll 1 die per strategic bomber. On a roll of 1, 2 or 3, remove that many IPC’s from the target’s cash on hand. (Amount removed cannot exceed value of neighboring tt’s)For attacking tt’s:
Fight like a SBR is occurring. AA fires FROM THE TT’S GUNS. Roll 1 die. On a roll of 1, 2, or 3, remove that many IPC’s from the player’s cash. Cannot exceed 2 times the tt’s income value. -
I like SBRing VCs
Except go about it no different than a normal SBR
Instead of damage SBR removes cash (not to exceed tts value)
