You need to roll. Kamikazes can hit submarines, as stated in the official FAQ (https://www.axisandallies.org/forums/post/1304402).
Remember it is the defender who chooses casualties, so the Kamikaze attack is an attack against sea units in general (provided there are more than one enemy sea unit in the respective sea zone).

I hear there are cruisers in the new edition of Axis and Allies Revised Edition (I am assuming this is a 1942 edition?

There are Cruisers in the “Spring 1942” version, which followed “Revised”. Cruisers also appear in “Europe 1940” and “Pacific 1940”, as well as “Guadal Canal”.
Tactical bombers appear in the “1940” games.
