@yazoinkergrapft Yes, the United States is allowed to declare war. If it does, the sea zone immediately becomes hostile, as there are enemy surface warships in it. However, since the United States is not declaring war until the Collect Income phase, during the Combat Move, Conduct Combat, and Noncombat Move phases the sea zone is still friendly, so the United States can still occupy it freely. On Japan’s next turn, its units in the sea zone will be starting the turn in an enemy-occupied sea zone, so the normal rules for that situation apply (those units must either move away in combat movement or attack).

Interesting idea, and would make for one hell of a night……but if every power had to take the time to write down every move, it might take a while unless they know short hand LOL. Plus it could even slow things down more in the thinking department because now you have so many more what if’s…  All hands on deck moving units around afterwards could cause a frenzy too (going to need some kind of order).

I know some people do an all axis/all allied turn order, maybe look into that

I think a new set of rules in PDF format should have been online a while ago, in respect for the customer who bought not a game, but what i call a ‘‘play test’’.
We dont even have rules to play europe alone yet!

It is an interesting idea, but your explanation points to why your solution may not work.

Here is the jist of your suggestion, I think.

The USA has lots of CVs and BBs because they can afford it.  They are using them to soak hits because they have so many, so lets add a modest repair cost to stop that.

Here are my thoughts:

The problem is that the USA is the only power in the game (most of the time) that will shrug off the repair costs.  So you may actually make things worse for Japan in particular who would be much more affected by paying those costs.

Also your suggestion that a 1 IPC will deter a player from willingly taking hits from their capital ships right away is a bit confusing.  The next cheapest option is to lose a 6 IPC sub.  So a 1 IPC cost isn’t really going to change things.  But as was pointed out earlier, Naval bases are quite pricey as is and the need to pull back a damaged fleet is still a bit of a deterrent.  I think I’m OK with the rules as is.

The rules make it a challenge, but like anything else, it has it’s time and place in the game. Wait for your opponent to leave a factory undefended with aircraft, or to slow down their economy when they need it most. IMO, Germany should have 2-3 bombers by G6 or G7 and should use them to make Russia spend precious dollars to repair ICs, while simultaneously combining with original Luftwaffe/methodical small naval purchases to keep the Allied fleets at bay.

But… losing a bomber sucks.  :oops:

Hey everyone, we are in a middle of a game and we would like to know if a transport can move through an island (that has an airport for scramble) to drop troops on another territory. Or can the defender use the scramble ability to stop the transports from doing so?

IE : Say german has transports and wants to send them to Moroco. But those transports need to pass by UK that has an airport (with the new Alpha rules, the fighter can come out to fight). However, Germany has not intention of attacking UK, it wants to attack Moroco. But can such a move be done when opponent has an airport that can scramble on your way? Or does scramble can only be used to defend the seazone when attacked?

Scrambling cannot stop combat movement and is only used to defend a seazone from attack (or against amphibious assault, by instigating combat in that seazone).

To add…  The airbase in Gibralter (if in Allied hands) can absolutely defend the seazone from an Axis amphib assault on Morocco.
