picture not clear. will let you do edit before germany or after. to edit before you hit done button on purchase hit game button then edit button. you can then click what you want to remove and the remove option will light up. to add just click territority or sz then add whatever you want. you can also edit after ncm. same thing hit game button then edit selection. you can not edit in combat turn. sometimes you can edit in ncm but not always.
