I’ve seen some people mention win condition changes to help better balance out the allies vs the axis. Does anyone have the pdf of the tournament rules people play with or know them off the top of their head? Also if anyone used them, did playing with the different win conditions make the game more fun for just casual play? Thanks!

No. The defending power may scramble only at the end of the combat move, after all combat moves have been finalized by the attacking nation and prior to any rolls for combat. At that point, the ship sailing through is in another seazone.
