we should just use Krieghund’s change – 3 ipcs for each original axis or pro axis tt on the atlantic side map.
in any case, they can’t activate until R6

I would like to modify the friendly neutrals rules as follows:
1.) invasions no longer persuade friendly neutrals to join you, instead
2.) invest 1-5 ipcs in lobbying for war
3.) roll a die, if it’s your investment or less, you persuade them to join your cause (this occurs on the purchase units phase)
4.) Can only influence neutrals in your sphere of influence which means Brazil leans to USA, and all other allied friendly neutrals lean to the UK, and all axis friendly neutrals lean to Germany. -
oh, and the USA can’t activate Brazil until they are in the war.

obviously a hostile invasion brings them into the war.
this also resolves what to do if somehow a neutral survives an attack, can they move afterwards? well now you know that if the UK attacks Iraq and the Iraqis survive, they become german units and move on the german’s turn. -
and the allies can never violate true neutrals, they just join the side in their sphere of influence if attacked by the axis.
