I propose to remove IRELAND from the Russian 3ipc NO, 'cause it looks TOO easy to bring an inf there with this setup.

we should just use Krieghund’s change – 3 ipcs for each original axis or pro axis tt on the atlantic side map.
in any case, they can’t activate until R6
I would like to modify the friendly neutrals rules as follows:
1.) invasions no longer persuade friendly neutrals to join you, instead
2.) invest 1-5 ipcs in lobbying for war
3.) roll a die, if it’s your investment or less, you persuade them to join your cause (this occurs on the purchase units phase)
4.) Can only influence neutrals in your sphere of influence which means Brazil leans to USA, and all other allied friendly neutrals lean to the UK, and all axis friendly neutrals lean to Germany.
oh, and the USA can’t activate Brazil until they are in the war.
obviously a hostile invasion brings them into the war.
this also resolves what to do if somehow a neutral survives an attack, can they move afterwards? well now you know that if the UK attacks Iraq and the Iraqis survive, they become german units and move on the german’s turn.
and the allies can never violate true neutrals, they just join the side in their sphere of influence if attacked by the axis.

I’m against too much ruling, I don’t like the neutral thing.
Actually I’d even add a rule to prevent the Axis spoiling the True Neutrals while US is at peace.

Problem is that the axis did violate neutrality. Belgium and Holland tried to be neutral.

I don’t know, invading Spain and Turkey while USA has to stay out of the war might be too gamebreaking, especially Turkey.
I know that when it’s my turn to play Axis I’d love to do so.

One of the reasons that I’m suggesting the new rules, including the automatic conversion of true neutrals is for the reason that you mention. USA might not enter the war but it would have a lot more IPCs added to its economy.
Your ruling would let Germay get Iraq G1. That’s big. I dunno, it sounds very gamebreaking to me. We might try it in our third match (we should play eachruleset 1time as axis and the other as allies and see how we feel about it, 2games aren’t a lot but at least it helps)
