figs should be able to retreat, because the attacker can always call it off before the start of the battle. even if u won the naval battle, the land units would be stuck, but the air is free to do what ever so long as u have a place to retreat to.

In the rule book for Pacific 1940 it says that after clearing the sea failed
“any other units that were designated to participate in the land attack(including air units)must still conduct one round of combat”It sounds like they do.
