Yes, this is coorect.
Best practice is to move the 1st AG token into its box and move all the units from the box to the the starting TT (in this case Belarus).
Since the 2nd and 3rd Corps is part of the 1st AG, you need to move these units also to the TT.
Once done, you can select all the units you want to send to battle. It is not necessary to send all the units from the 1st AG, but if you do so, you will get the attacking bonus of the Army Group (which is additional 2 dice at 4). For that you need to nove the Army Flag (active) to Bryansk as well.
