Of course. I suggest 20 IPCs payd to the bank instead of 12 (Japan can afford 12 IPCs without much effort)

sorry, I meant 12 ipc to the bank of the attacked nation. But yes, maybe a little more would be better with the “size” of this scenario. Anyway, you know this scenario more than me, so I let you choose ; we can always adjust that a little later on (I mean for another game) :)
