Probably because its based on a time frame. If you have inf with these landings then they have established a landing. Maybe both sides suck at hitting.
I like where attacking art and tanks get no 1st round attacks and attacking ships bombardment hit art and or a motorized unit first. If non then a inf.
Also when there is a landing most Inf won’t be on the beachhead. They’ll be dug in further back.

I tried as much as possible to be clear in this new edited version.
Even the second post of this thread is just a more formalized way inspired by OOB 1942.2 written rules, which say same things than first opening post but with all words of official rules.

Even though I don’t like house rules in general, I like the OP house rule in conjunction with the HR that allows submerging after one round against DD. The first HR makes subs a little weaker (can’t be used as fodder against planes) while the second makes them stronger (by letting them survive more battles). All in all, I think it balances out. It also has the advantage of being elegant and easy to use.

A still more simplified HR could be that keeping all OOB DDs rules with Subs and planes, each sides which have Destroyers must say whether or not Subs will be targeted in priority by planes.
If not, then anything but subs must be selected as planes casualties (unless their is nothing else except transports) by the owning player.

Well under your ‘train’ of thought (hehe) all planes and boats in WWII games should have unlimited movement.

You cannot approach it like that lol it would wreck the game.

Railroads give land units +1 movement just like shipyards and airfields in G40 give planes and boats +1 movement.
You should not be able to rail into a contested tt.

Many suggestions that have made on this forum were mainly a work in progress or a “spaghetti on the wall” as some says.

I don’t know global, but reading this discussion reminds me of when we played an Expansion rules set from Gamers Paradise for AAR that had two hit capital ships (costs weren’t modified back then).  The capital ships could take a damage hit, but they would need to be repaired, and if it were an a/c taking the hit, she would lose her ability to carry planes.  Damaged BB’s could not attack either.  You had to sit (for one turn) in a SZ adjacent to an undamaged IC to get repaired (IC’s could be protected from SBRs with eascorts, so an undamaged IC was a bit easier to achieve)

One last rule for the capital ships in taking damage:  When a capital ship(a/c, BB) were to be taken as damage, it had to be the carrier first.  In other words, carriers were the primary target for the attacker.

Feel free to pick and choose any of these rules to try and balance the pacific as you seem fit.
