In this case, since the USA is not in the war, the USA cruiser does not block movement on this turn.

This game’s many rules traps are interesting, but also make me wish the rulebook was better-written.

Per my prior comment, I am going to edit away all my ICs:
FYI, the way I read the Russian rules, I can elect to destroy my IC/airstrip at any moment, so if you are likely to win a combat action, I will scorch earth everything LOL

May be a bit late on asking this, but since it was eliminated with a non aggression pact, does the Mongolia rule come back into effect when Japan declared war or not? (I assume not as we didn’t do that but just curious as this is my first time through)

Reading the rules, I don’t see any limit to rail movement requiring control of the capitial - as such I have moved accordingly. (Please let me know if this is wrong to assume)
