Those are Dutch. You treat them like pro-Allied neutrals so you take them during non-combat. You forgot to mark FIC.

Well it’s a good thing there was so little resistance in most of the territories, because when we actually had to fight we did very poorly. Bounced on one where I was 99% to win and another 75%.
