It’s not a matter of etiquette.  The owner of the air unit makes the decision whether or not to scramble it, regardless of the controller of the territory it’s in or the owner of the attacked fleet.

Cool tanks i meant transports instead of destroyers the pets were being pests and the phone distracted me. I read 1 Transports being plural i thought something was missed in the translation when it went to the forum. we’ve been using 2 but I’m fine with one.

Thats why I thought of doing the attack.

Just to provide logical justification: air units can’t scramble to provide air cover for adjacent provinces because those provinces can have their own fighters and/or airbase.  Sea zones cannot, and the purpose of air bases in many cases is to help nearby fleets.
