I hate to give you a hard time, but it isn’t legal to have Japanese sea units within two sea zones of the Western United States (or Alaska territories) until Japan is at war with the United States.

Now that I think about it, I am confused by the meaning of “within two sea zones” … maybe your NCM is legal.
