You were not wrong to check the Pacific rulebook, there it is on pages 14 and 36.

Kamakazes require the Allies to initiate combat in that zone. You get the option to deploy them at the end of an Allies combat move, before combat is resolved, and only then.

My USA purchase is always 1 Carrier for New York, and 1 Carrier, 1 Battleship for San Fran. The only exception is if there is a U-Boat threat in the Atlantic right away, (destroyers and scramble fighters) or if Japan goes pearl harbour (subs and scramble fighters).

You can move there, but you don’t start disrupting convoys until at war.

great news looks like my post over on larry’s site did not fall on deaf ears.
i hope my idea is not only being considered but does get implemented into the errata.

Yeah, I don’t know about Global, but I love it in Pacific. It removes the extreme Japanese advantage from a J1 attack (although I havn’t actually tried that, but seems pretty obvious).

A J3 attack should go Japan’s way if you don’t make any errors and dice are even, but only just. This setup was way more enjoyable than any original setup game I have played.
