Any units except subs and transports. It looks like they made some change in the alpha 2, where the actual combat has to take place in the sz. I guess in earlier rules if you moved thru those zones you could stop their movement and kamikaze them. It was also interesting to read in the FAQ that a single kamikaze can block shore bombardment.
