    No, you see, I have figured it out.  Whenever you want China to go attack, you have to roll a die.  If you roll a 1 or a 2, they show up and actually fight.  If you roll a 3 or a 4, they stay home.  If you roll a 5 or a 6, they defect (but only until after the combat phase is over.)
