The Germans have no destroyer present, therefore the defending air units can not hit the sub, and of course the sub can never hit planes. Think of it in terms of the combined arms rule, air units can only hit subs if they are combined with at least 1 participating destroyer, the difference with this particular combined arms is that it works while attacking and defending. In the scenario that you described, the sub would destroy the remaining transport without rolling and the defending fighters can do nothing.
Technology rule question: Paratroopers

I don’t have the rulebook on me, but could someone please explain how the Paratrooper tech works. I believe it launches infantry from airbases, but how many spaces can they launch, and how many can be launched per airbase?

Up to 2 inf per territory with an airbase can be sent to assist a land/amphib assault within 3 spaces of said airbase. There is no limit to how many airbases may do this, but they all have a range of 3 spaces. It is also important to note that the paratroopers are subject to AA fire as if they were aircraft.

Also, when moving, paratroopers must obey the same movement restrictions that air units do.
