Transport/Sub Non-Combat Rule

Glossary to help making the rulebook easier to read:

A round is “each nations has their turn to play”
A turn is “This nations has its turn to play”.

So, the UK player moving all its pieces is “a turn”.

I need to ask someone since the rules on larry’s site had too much ambiguity.  If russia declares war on japan and attacks a japanese terr (whether boardering Mong or not) then LATER if japan attacks a russian terr boardering Mong, does Mong turn russian?  (basically, russia started the war)

It doesn’t matter whether USSR and Japan are at war, or who started it.  What matters is attacks against territories that border Mongolian territories.  If USSR declares war on Japan, but does not attack any Japanese-controlled territories that are adjacent to Mongolian territories, then Japan attacks a USSR-controlled territory that is adjacent to a Mongolian territory, Mongolia will still ally itself with the Soviet Union.

All submarines do Convoy Raid Damage, German Submarines do it more effectively.

Germany does 3 CRD
USA, Australia, England (And India), Italy, Japan and Russia do 2 CRD
China does 0 CRD (cannot buy submarines)

It would take 3 Japanese submarines to do 6 dmg to England, but it only takes 2 Germany submarines to do 6 dmg to England.

Exactly.  If the enemy units are all destroyed in the Conduct Combat phase, the sea zone will be friendly in the Noncombat Move phase.

Transports are automatically destroyed only when they are defenseless.  This means that something is still shooting at them and they either have no protection or cannot retreat.  Attacking transports are very seldom defenseless, as they can usually retreat.  See the AAP40 FAQ for further information.

Peck is right.  Transports may not unload after retreating.
