Yea, but I just dont see tanks having the ability to hit bombers and fighter/tbombers.  Maybe tanks can select any ground unit they want to hit, but then to rebalance, prohibit them from hitting aircraft.

Yes, my intent was to limit the targeting to ground units. The other units not directed by the general could hit aircraft in the first round if the defender does not have enough fodder. The planes could be hit in the second round of combat by anything as normal.

From my house rules, United Kingdom section:

2. United Kingdom (Europe) can transfer the IPCs it collects for the territories of Persia, Iraq, Trans-Jordan and Syria to United Kingdom (Pacific) under the following conditions:
• United Kingdom (Europe) must control the territories of which the IPCs are transferred.
• United Kingdom (Pacific) must control India (Calcutta).
• There must be uninterrupted Allied control tracked west from West India towards all the territories of which the IPCs are transferred.
• The following transfers of IPCs are allowed: Persia, Persia & Iraq, Persia & Iraq & either or both of Trans-Jordan and Syria.

Political costs for a DOW along the Russian/Japanese border result in world outrage against the aggressor nation.

If Russia conducts a DOW against Japan, the U.S. will remain neutral 1 additional turn and will not interfere with Japanese aggression against UK and ANZAC in the Pacific since they are the “victim” nation. Fear of Communism fuels American pacifism and ties Roosevelt’s hands. The Japanese Ambassador exposes a (faked) “Caucasian” treaty between Russia, UK, and ANZAC dealing with the suppression and division of Japanese assets/territories.

If Japan conducts a DOW against Russia, the U.S. will remain neutral 1 less turn and they become a “friendly” power with the pacific allies, permitting the landing of US units on allied territories and providing sea units for a common defense until a formal DOW occurs between the US and Japan. These land and sea units upon meeting with allied forces/fleets change flags (I.E. swap US vessels/units with UK,China,USSR or ANZAC pieces) to maintain “neutrality”.

Here’s what you get with the set:

Also, damaged battleships shouldn’t be repaired until the start of the owner’s next turn.  It’s stupid that Brition can damage it, America can damage it and Russia can damage it all in the same round and it doesn’t sink when normally 2 hits kills it.

This is what I have come up with:

Rommel allows all panzer and infantry divisions in the same province to travel +1 and two divisions gain +1 attack.
Zhukov gains one free infantry division each turn in the province he is in.

Montgomery’s troops gain +1 defense and two or less tank divisions gain +1 attack.

Patton’s advantage is that three or less land units a battle gain +1 attack.

Yamamoto’s fleet can move +1 and airplanes on carries in his fleet can go on kamikaze missions with +1 attack. (In a kamikaze mission, the plane can go its full range and is lost after attacking.)

A general is dead if his unit is killed.
