Very interesting. I’d agree that Japan usually wants at least one factory in China no later than turn 3, even if you’re primarily playing a naval game. It’s rare to see a board where you’d want zero factories, although I believe it is a possibility. You can use up your limited 10 production slots pretty easily when you’re building serious naval units. Even if you’re pulling in 80 IPCs a turn, that can usefully go to something like 1 BB, 1 CV, 1 DD, 1 SS, 2 trans, 2 inf, 1 art, 1 tnk.

The USA sub build is a special case, because subs are optimized for killing your navy, but subs are bad at protecting American transports. If the USA builds more than 3 subs in the first 2 turns, then you do want to build Japanese factories, because, as you say, the subs make it too difficult for Japan to protect its fleet, and the subs also make it easier for Japan to nuke any transports that the USA tries to bring west to take over your factories. The USA is rich, but it can’t afford to build a huge sub stack and a huge carrier stack and a huge stack of loaded transports all in the first few turns, even if it ignores Europe altogether.

In that situation, you might as well jack several loose colonies along the way, get Brazil while you’re down there.

(Sidenote, at the same moment we established a house rule that says, the Japanese cannot do that on our table!  :-P)

Going that hard with the Luftwaffe to SZ110 cuts down on other things it wants to do though, like supporting amphibious assaults in the Gulf of Finland and supporting the Paris attack without the 3 tanks from Gr Sth Germany.

The point of who it helps is not really a big concern in my opinion. At least not in a game as big as G40. If They made the rules to make the defender the strongest, then the two forces would be standing right next to each other. if they made the rules so that the attacker is the strongest, then the two forces would deadzone each other.

there are so many rules and effects that help the attacker or defender, Order or casualties is probably one of the least important. More important include: unit stats, planes cannot land on taken terretory, planes needs carriers or airbases to defend a seazone, retreating gives you an extra round of production in your stack while removing one from your enemy, taking a capitol gives you all of the money, etc…

Yeah the income is from National Objectives.  It is the same in Pacific, only there it is a flat rate increase, rather than being split into 5.
