Yes, sure.  Its just usually not a good idea (since tacs are poor defenders and are usually being lost without replacement, they need another source of fighters to shine).

Little more clarification on #4–when you liberate a capital (lets use Paris), all of the territory that the allies recaptured from the Axis immediately become French again, blowing off the other Allied markers and all going “blue” except for land that the Axis was holding.  So if we say that the Axis owned Southern France and Syria upon liberation, France’s new income at the end of that turn would be 15, but there would be no building or placement of units until the next round (if they live that long).

As you probably read, the Allies can only “liberate” other Allied land if it has been taken by the Axis first.  The only exception to this is the Dutch territory, and if you read the rules carefully, only ANZAC and UK can activate these, USA cannot.  However, in another twist, all Allied planes can land on these whether they are activated or not.

In practice what this means is that taking Moscow or Paris back just tosses a ton of money back into Axis hands, while taking away the income from USA and UK (primarily) that they fought so hard to liberate.  This creates a problem, because the Allies will actively avoid liberating capitals and handing so much cash to the Axis since in most cases, the Axis can easily recapture the key capital zones and control of it would just trade back and forth.

As a result, one sort of universally accepted house rule is to destroy the money rather than give it to the capturing player, after the first capture.

The Allies rarely benefit from capturing a capital, because the Italy economy is usually decimated before the Allies invade, and if you were able to capture Berlin or Tokyo, that’s usually endgame for the Axis if they don’t want to fight on.

germany did sea lion. russia bought mostly mech / tank and bunkered romania when germany/italy finally got enough for force ruskies out (ruskies did a detour for iraq and the african spots). ruskies turned around with mech and tanks and blitzed to calcutta then made it back in time for germany vs russia.

this game coupled with 30 infantry china and all 18 ruskies still alive in asia… japan was shut down.  germany took russia, uk just finally got transports and men. uk pac was worthless but still a funny liberation.

the pacific showdown was hilarious too. I am not sure why japan attacked phillipines. it was a mutual destruction battle… but after that anzac’s naval looked pretty nice on an empty board. I had java the whole game because he round 3 india and lost so much stuff.

If japan did not get shut down, I would have totally lost. all he needed was hawaii after round 3. that was a funny game

why would japan have to attack russia I have won many times as germany without sealion and japanese help in barbarossa.

Oh ,  and if you check out the early GNazi buys,  my Axis opponent  even admits he didn’t buy enough tanks since he used his airforce to destroy the British Navy in turn 2 and the Mediterranean Navy in turn 3  early in the game.  so the extra 9 IPCs from the far east could have been elminated earlier.  He didn’t hit it till Japan Turn 8  which meant the Soviets colleted 72 IPCs for the game from the far east.  cutting it down by turn 5 or 6 well after Germany was pressuring the Soviets and with Japan stomping to to india could have swung the war against the Allies!  I had also moved 15 far east troops all the way back to moscow and they were big help in retaking Stalingrad.

I guess if I was in your position, I would use classic game pieces for the new countries:

Old Germans are gray I think, they could be Italians, Old Russians would be good for Anzac. Old UK for India,  Old U.S. for China, France could be old Japanese or Fortress America Southern Invaders.

France seldom builds units, in fact all you really need are some infantry for later African moves. Tactical bombers if you do not care could be fortress America bomber pieces, use some helicopters for smaller countries if they need any.

I rarely see many tactical bomber builds. Maybe Russia, and America might build some. Carriers and destroyers are built a lot in my games. Since transports are non combatants in 1940, just use transports as Destroyers, I rarely build cruisers, so just use a battleship with a penny underneath it as a cruiser. Just use paper to represent transports. Not sure if this is a good idea, but mechanized units can be risk pieces or even monopoly houses…

Just a few tips with not too much insight. Hope this helps.

Russia, to my recollection, had one man in each boarder province, a large stack of Inf, I think the majority if its inf, in Leningrad, and then another in Viborg, with a tank-mech reserve force in Belarus.  It also had some modest inf stacks in the south.

Germany had 7 transports next to west Germany with more then enough inf and artillery to load – the sea lion fiegn.  It also had some inf, say 5-6 strong, in Finland, east Poland and in Romania with I think 6 tanks in support of Poland and 3-4 in supp of Romania and some artillery and mech.  Italy had 2 tanks and 2 mech in east Poland.  Germany also had 4 tac and 4 fighters and bomber all in range of USSR.

It3 opened up Baltics, G4 German blitzed to Leningrad and used transport to land some 14 men and guns.  Germany also moved into all the boarder provinces with Inf and attacked Viborg from Finland. The southern german forces moved forward one space.

USSR response was to attack Leningrad with everything in range, which was the entirety of its tanks and local inf stacks, which if I recall gave them a slight numerical advantage.  USSR won, but the result was devastating for USSR. This army was smashed G5, with Germany using its transports to bring in new units and inf in Baltics.  By G5 the USSR managed to pull together a large force in Bryansk from local units and from Russian reinforcements in an attempt to put together a defense.

On It4, Italy’s small force attacked from Baltic to Western Ukraine knocking out a blocking inf. G5 Germany blitzed through an empty Belarus into Bryansk with tank reinforcements  in Baltics brought up from east Germany. Germany also attacked with southern Tanks and mech force from Bessarabia through Italian hole in Western Ukraine in Bryansk.  Germany smashed the last major Russian force and its air force stationed there.  USSR could only reinforce Moscow with infantry and was defeated.
