In regards to your comments:

Adjusting Ship Costs: You’re probably right, but each piece in Axis And Allies never equals one division-in Global 1940, Germany probably had over a hundred divisions, and yet there is nowhere near that many infantry and tank units represented on the board at the start. I have a feeling that one tank equals one division, and one infantry equals one corps. Likewise, Germany had over a hundred divisions at the in 1914, which the game doesn’t represent. Each corps had two divisions, so an infantry unit probably represents a corps. So you should think about how you should tackle this problem.

I’m surprised you were able to get extra pieces from Historical Board Gaming-everything from 1914 is almost always out of stock, especially the German ones (I really want the Ottoman ones, though, because that is the only power that doesn’t have World War 2 pieces corresponding to the colour of the country, but those are always out of stock). Still, a few months ago I found a lot of transports for several countries including Germany, and some naval units. Land and air units are the hardest to find, and I could only find ones for the US.

Submarine Rules: Cruisers are more simple, so maybe we can think of them as cruisers and destroyers together (the lack of any destroyer units is puzzling, as there were many destroyers in 1914).

Defensive Dive: I’m happy that you find my idea interesting!

Aircraft Combat: Despite what you said, I think your current rule doesn’t solve this. Perhaps a better rule would be that the side in an air battle that has less aircraft can retreat, which ends the air battle and hand either air superiority (half of the opponent’s artillery is upgraded) or air supremacy (all of the artillery is upgraded)-it’s your choice.

I have nothing to say about Artillery Neutralisation.

As for my game, whilst the Central Powers won the sea, Germany would capitulated before that happened had the Allies not made many mistakes. So I think your assessment is accurate, although the Central Powers in my game got some bad luck in naval battles, which contributed to investing even more in ships-due to naval superiority, Germany was able to invade Scotland. Still, even without the bad luck, the Allies could have taken Berlin without making the mistakes they did.

I am not a Axis & Allies player, but I play a lot with Conquest of Nerath. I like this zombie version.
I believe that can be improved.
These are my house rules
Deadnapper convoys revised . Add to existing rule: Shore zombie bombardment In a amphibious assault your transport can fire once against zombies: score an hit . Its attack value is (3).

Strong Neutrals: When a zombie card create an outbreak in a neutral territory add 6 zombie in 2 IPC territories (Turkey and Spain )and 3 in the other (1 IPC value) territories -(“call us neutral not zombies !”)

Zombie apocalypse revised (not so easy allies victory ).The side that controlls the greates number of zombie-free territories wins. In case of tie who controll the greatest IPC value of zombie-free territories win.
Different set up every game . Starting purchase : place everywhere pieces on the game board in territories/sea zones (example I have not text this )
add 4 IPC Russia
add 3 IPC Germany
and 6 IPC UK
add 8 IPC Japan. /
add - IPC to US
I try also to use Nerath deployment rules:

Moving New Pieces: Once you have placed your new pieces,they can immediately move from the space where you placed them to any friendly space they can reach with their Move. Doing this lets you position new troops to defend against enemy counterattack. New Warships carrying new land pieces can immediately move, carrying those pieces, and unload them in a friendly land space. However, you cannot move an existing Warship that you placed new land pieces on. Enemy Sea Spaces: You cannot place your new Warships and Storm Elementals in enemy sea spaces, even though they can move after you place them

If you have 14/16 Ipc to spent you can immediately reinforce a new conquered territory by boat or make a land invasion more easy.
It seems that this variant helps more the Allies
What you think about gameplay(forget realism,you are playing with zombie ;-) ) ?

A2/D2/M1/C6-ACA1/ACD1   The AAA is now considered artillery in general combat. It still functions as an AA gun in the AC phase but attacks and defends on a 1:1 ratio in all combat phases. This promotes purchasing and breathes some life into this potentially interesting piece.

Yeah I see no reason why this unit needs to function as it does. We have built-in AA on facilities now. So why not try doing something different with a unit that has potential?

The way our group plays this is fighters (without attacking land units) are allowed to attack defending land units at an attack value of 1.  Fighters are then allowed only one round of attacks.

your group’s interpretion of the rule is correct

the idea is that defending land units have nothing to fight so they stay in bunkers and what not
attacking air units in excess of attacking land units can still do damage, but at a reduced rate

repeating my reply for others:

the paragraph “Counter-Air” merely explains the effect unique to Counter-Air
hence it looks a bit short
rules common to all air missions are written under the paragraph “Air Missions”

Counter air is one round of air combat using air values. It allows just air to air units to hit to model the control of the sky thing.

you can already perform an attack with only air units like in OOB/LHTR
air units then engage enemy air units

what Counter-Air is, is that it stops the defender from running (via air unit relocation rule “Defensive Air Support”) from the Counter-Air attack

In my version the oil tanker is the only new unit added.  Well, apart from Radar installations and Rocket pieces.

But then one key rule I introduce is that all ships must refuel every turn, tying them to friendly land areas.  With tankers it becomes possible to carry out long range naval operations, but the pieces themselves are expensive and have no combat value.

I’m not convinced that cruisers are anything more than a piece for the sake of having a 3-3 ship, with destroyers becoming 2-2, but we’ll see what LH has come up with in Guadalcanal.  Eventually.

The problem with cost reduction is that you might create naval cannon fodder units bought in vast quantaties just to soak up hits.  A ship costing 4 IPCs and having no combat value would probably be a good buy.
