Yes, if there is a possible scramble there. Is probably a good idea sometimes.
If you are landing a unit amphibiously, yes it would take the territory unopposed. But you have too clear the Sea Zone first, of course. You fail and the unit stays on board.

can you move ships from sea zone 1 near alaska to sea zone 2. Is this a legal move or do you have to go around the so called peninsula? Thanks

Those zones are adjacent, so you can move between them.

wouldn’t ships have to go around the peninsula though? Not so sure sea zone 1 and 2 are adjacent since their is a large strip of land between them.
