At first I couldn’t believe that nobody picked Heavy Bombers.  Then I remembered that in the Europe 40 rulebook they changed Heavy Bombers to where you roll 2 dice and pick the best result so you still only get one hit.  WHAT A CROCK!!  That sounds more like smart bombs to me.  Basically you are getting a better chance of hitting the target by rolling 2 dice instead of 1.  As far as I’m concerned, Heavy Bombers carry a bigger bomb load so they destroy more stuff.

I DO NOT use the new 1940 rule for Heavy Bombers.  In my games, if you get Heavy Bombers then you get to roll 2 dice and get 2 hits (assuming both dice came up 4 or less).  In the case of Strategic Bombing, you can now inflict up to 12 damage points on an IC rather than up to 6.  I guess that is my house rule.

With that in mind, I think Heavy Bombers is the best tech for USA and maybe Germany too.  Although Super Subs would probably be even better for Germany.
USSR = Advanced Artillery or Improved Mechs
UK = Radar, Improved Shipyards
USA = Heavy Bombers, Long Range Aircraft
ANZAC = Increased Factory
Germany = Super Subs, Improved Mechs, possibly Heavy Bombers
Japan = Long Range Aircraft
Italy = Improved Shipyards, War Bonds

It just occurred to me that it’s possible, if very unlikely, for a literal draw to occur, meaning a situation in which neither side has the ability to win according to the game’s rules.

If every capital in the game is taken by the opposing alliance, then no one has won but all sides have lost the ability to continue producing units. China doesn’t matter because their units are incapable of achieving Allied victory conditions due to ACME walls. If this occurs and all existing land units are destroyed or isolated due to loss of transports, then no side could possibly win because no side could conquer any new territory. Such a game would undoubtedly be a thing of legend.

You misunderstand my post - there are only ever four powers, with the neutrals acting just like OOB, but with different alignments.

It really should be:

1939- June 1941 Four Power game (Allies[UK & F], Axis[G & I], USSR, Japan)

Becomes three power game after June 1941 (i.e. USSR joins the Allies)

Becomes two power game after December 1941 (Japan joins the Axis)

It’s reasonable to assume that the USA only ever joins the Allies, and that (before June 1940) Italy only ever joins the Axis.  The position of China is tricky, since we don’t want to exclude the possibility of an Allied/Japanese alliance, but where does that leave China - a neutral that the other powers (i.e. not Japan) can send aid to without it being a DOW on Japan?

Tally one for the Axis this weekend.  It was a good war and the Axis won a few key battles with some luckier rolls than the Allies ,  no Sea Lion or fake Sea Lion just Barbarossa .  Japan went after China and the Soviet Union on one,  set up for landings in the Philippines Aleutians Hong Kong the Pearl Harbor battle and Borneo I also put pressure on ANZAC with my Carrier and Destroyer from the Caroline Islands.  I brought the Carrier and planes up to hit Hawaii along with the Destroyer . J1 was 2 Trans and 2 Subs. J2 was 1 Carrier 1Dest 2 Subs 1Trans.  J3 was a Minor Fact, Inf, Art enough to fill my Trans and the rest on Navy.  I was lucky on a few key battles to keep the USA at bay time after time, of the 4 times I’ve pulled Japan out of the cup,  the Axis have won 2. My Axis partner, this was the first time he’s pulled Germany, he’s had 10 or so games to see how everybody else has played the Axis.  Yes Japan has taken some real beatings.
