+2 movement for airbases

@The-Captain You’re absolutely right, but as the Russian player I’ve been glad to see those factories bombed out. Germany has moved the Southern Italy, Berlin, and Paris factories underground as they consider those the main factories they’ll be producing from. The Allies learned this the hard way too the India Industrial Complex took a lot of bombing damage. It’s kind of late but UK may finally put that factory underground.

What do you think about implementing respectively national adventeges  from 1941 spring (included in Larry Harris tournament rules v 2.0)  to the 1942 2ed?

Especialy together with a initialy proposed by Larry Harris new setup.

I think, especialy the Soviet –Japan non aggression treaty would make the game a lot more historical correct.

If you think it would be accepteble the problem is German Scientists national idea is not implementabe to the 1943 2ed, since in 1942 2ed there is no weapon development, so  I think, it could be replaced by Fortress Europe (included in Larry Harris tournament rules v 1.3) or some national ideas from Mr. Andersson’s House Rules for Axis & Allies Revised v1.1

Personaly I woul prefer using one or two of national ideas per country, if using this national idea would not destroy the game balance  at all.

Also I do not know, wheter the Panzerblitz national idea:

means, that the tank can move not only to a friendly  territory (due to the standard non combat movement rules), but also to enemy controlled (but not enemy occupied territory).

What is correct understanding of it?

I am also afraid, that the Luftwaffe Dive-Bomber national idea:

can make, that the odds in potential intitial G1 battle in West Russia can get slightly towards Germany, but I did not check it out precisely yet.

So go back to the scenario that transports protected warships? Or are you going to keep the rule that transports are always taken last but still allow defence on a 1?

Well, there’s no reason we can’t decrease the number of convoy zones. The point should be to simulate a few of the most important, most vulnerable commerce lanes, not to put a convoy box in every single sea zone that saw merchant traffic. Just off the cuff, here’s another possible distribution of convoy zones for 1942.2:

USSR: Archangel, Soviet Far East
Germany: Baltic, Central Med
UK: English Channel, Central Atlantic, Eastern Med, Persian Gulf, Cape of Good Hope
Japan: Tokyo Bay, South China Sea, Java Sea, Coral Sea, Leyte Gulf
USA: Solomon Islands, Pearl Harbor, Caribbean, New York, Brazil

That should produce a less crazy income swing. If you think that’s still too much, you can relocate income from land territories to adjacent sea zones, instead of adding fresh income. E.g., Borneo drops from 4 IPCs to 3 IPCs, but the Borneo Sea Zone is now worth +1 IPCs if its convoy is undamaged.

What if you just moved the carrier fleet from Pearl to San Diego?
Instead of introducing new TUV onto the board, you just shift it out of harms way. This would give the US a strong Pacific option, but also preserves these units to go either way if desired.

Admiral James O. Richardson would have approved of this concept.  In fact it’s pretty much what he said to President Roosevelt in 1940.  It didn’t turn out to be a good move career-wise in the short term (he was dismissed as CinCUS), but this wasn’t altogether a bad thing for him in the long run in view of what happened to his successor, Admiral Husband E. Kimmel.

The map should be marked for possible landing sites. It is not a fact that major landings could take place “anywhere”.
True but it is too much zoom-in tactical level geography.
Let’s suppose the amphibious assault is made in an appropriate places.
The bad or good luck of the first roll of dices in combat is making for a good or bad landing place.

First, the attacker should only be able to attack with infantry only on the first round ( and air units). This would be rolled after SB is performed.
AAA fire then Shore Bombardment are the first two steps. At a tactical level, artillery and armor have a bad moment to pass through during landing phase. The issue is to figure it all at strategical level and keep balance.
I suggested this penalty can be enough:
instead of saying all A1 for the first round of an Amph. Assault
Just say all attacking ground units get -1A to a minimum of A1, for the first round.
Hence, Artillery get A1.
But, at least Armor can get A2.
And according to this HR, even an Inf getting A2 for being paired with Art is reduced to A1.  
But, at a strategical level, the SB can give a little support to Infantry unit trying to land.
That’s why:

During the first round of an Amph. Ass.
Destroyer, on a 1:1 basis, give +1A boost to 1 Infantry unit.
Cruiser,  on a 1:1 basis, give +1A boost to 1 Infantry unit, in addition to the shore bombardment.
Battleship, on a 1:2 basis, give +1A, to up to 2 Infantry units, in addition to the shore bombardment.

So the warships heavy guns can make a difference (even Destroyer’s one), on landing round.

Second, Defending Infantry and Artillery should fire preemptively ( loses taken first do not fire in subsequent rounds)
This is a tough one, do we give it to Artillery unit only or to both units?
Here I followed Razor and also you, at the strategical level, and for balance (too much Inf vs Art), and for simplicity and also because 1914 give it only to Artillery unit. And it will be a weaker ones however:
All Artillery units get a preemptive strike (like subs) against incoming units.

Third, all remaining attacking units roll, then remaining

The attacker should be able to retreat, however all mech units are converted into infantry ( they leave the beaches with equipment…ala Dunkirk)
That one is new. It is alien to A&A system to convert 1 unit into another.
However, a retreat possibility could be interesting…
But usually the better units will survived last. This means it will probably be armor or artillery…

Instead, it can be something like this:
If amphibious assault units needs to retreat (at the beginning of the round), attacker must loose 1 Armor unit or 1 Art unit before any other 1 casualty.
Basically, attacker must loose 1 additional ground unit (the costlier and valuable one), and this unit cannot fire, then return the surviving units on landing barge (transports).
On most occasion this will mean 1 armor unit, an A3D3, 6 IPCs unit.

Thanks for this idea about amphibious assault retreat.

It can even more create an incentive for the defender, to throw an air/naval assault on transports to get ride of the surviving retreating units. Rarely see, ground troops going into the bottom of the ocean with transports units.

Land Units

Combined Arms- Mechanized Infantry may transport on land unit of equal or lesser value when paired with a tank. All units must begin thier movement from the same location.
Blitzkrieg- Tanks and Mechanized Infantry that only moved one space in combat movement and successfully cleared the enemy land territory in the first combat round can preform either: A) attack a new territory adjacent to the first, B) retreat to an adjacent territory during NCM to avoid possible enemy counterattck.
Artillery Bombardment- Your artillery aboard your transports may conduct one round of bombardment during the first round of an amphibious assault. ( Artillery do not land untill the second round of combat and do not assist infantry in the first round.) Artillery bombard at a 2. Heavy artillery has no effct during bombardment.
Reinforcements- If there are any surviving defenders after any given round of battle the defending force may send reinforcements from adjoining territories. The maximum reinforcements can only  be equal or less then the attacked territories IPC’s. ( Only infantry and artillery may reinforce. ) You can reinforce at the end of every combat round after casualties have been decided.
AA Guns are no longer captured; they are removed from play after the territory is captured.
The cost of AA guns now cost 5 IPCs.

Naval Units

Blockade- To blockade an opponent controlled Island, you must surround all seazones that it touches with surface ships. When you do that, you prevent all IPCs produced from that territory from being received by the controlling player. When blockading an Island with a factory(United Kingdom, Japan, Australia, New Zealand) you are not blockading the income of that Island, you are blockading income from all other territories from being used on that island. Example(you have the sea zone surrounding Japan under control with surface ships. Japan is now considered to have at least 2 seperate sets of income). These sets of income can not be mixed together untill the seazone surrounding the Island becomes friendly. The only income that the factory in Japan could use is the 8 IPCs from Japan each turn. If Japan has any other Factories, those ones can use the other IPC gained from controlled territory as long as there wasn’t any blockading Issues.
Submarines no longer fire a special “sneak attack” shot at unescorted transports. Transports are not allowed to unload land units for an amphibious assault in a sea zone containing any enemy subs unless at least one friendly warship was also present in the sea zone at the end of the Combat Move phase.
Naval bases provide additional range and repairs to naval units. If a naval base has 3 damage markers it can no longer provide these services. A naval base can only receive up to 6 damage markers, after that they are no longer assigned damage markers.
