I don’t know. This kind of thing requires a lot of experience and experimentation, and I don’t have either for this game.

As I stated, I recommend 20-30 IPCs for the Allies and go from there.

It seems that bombing enemy ground forces is also quite risky. I am a bit surprised that any ground units defends against air attack with the same capability as it would against enemy ground forces…

Welcome to the forum. The concept of the game is that you attack in hostile seazones and/or in hostile territories. And when you attack there you attack everything. You can’t choose to attack only a part of the units present there (except bombing raids - here you choose to attack a facility).

So an “air only battle” is not part of the rules (except maybe the one round dogfight between bombers, escorts and interceptors in the special case of bombing raids).

I just finished my first play as Japan yesterday. And my 8 years old son who had no problems following the rules played all the Allies and defeated me.

Reading a lot how the game is supposed to be almost imbalanced, favoring Japan, it feels pretty odd to have lost as Japan against a kid.

So if any other new players read this, don’t feel sad if you lost with Japan!

I’ve never done it myself, but my impression is that the game is severely imbalanced in favor of Japan, so start with a 30-50 IPC bid for the Allies, and revise from there.
