No to 1,2,4. Look for a “powers not at war” box in the rules.

For 3, you can move to any sea zone which is not adjacent to Japanese territory. So you can totally move toward Japan, eg to SZ16 or SZ17. Just remember that if you move to SZ54, you can’t use the naval base there until you are at war with someone.

USA1 buys a CV for New York, USA2 moves it to SZ123 but leaves the fighters on Iceland. USSR3 two planes leave Leningrad, kill the blocker and land on the USN’s CV. If the USSR Barents Sea sub is still alive that can join also.

I agree with Zhukov44. A lot depends on what the Axis does.
If the US decides to go JF, I will go with 2 carriers, 1 battleship all placed in SZ 10. What’s more, I have the US fighter in Philippines fly it’s way back to land on the carriers when they are moved to SZ 26. By round 3, the US should have 3 full carriers, 2 battleships and a number of smaller warships along with 3 loaded transports all staged either by Hawaii or Queensland.

If the US decides to go GF, my US buys tend to alternate between bombers and ships.

I’m fairly certain that the tech roll is for the UK as a whole, not the independant sides as the tech is then applied to the entire UK empire.  It’s just unit purchases that are limited to either side of the board.
