Attacking neutral when by power not a war

Of course it can. It makes no difference that originally it was a neutral territory. Its current status is a territory of the United States and therefore, with an IPC value of two,it can be a location where a minor industrial complex can be placed.

In my opinion, because of the 25 IPC NO’s, America wants to be in the war as soon as possible. On the other hand, the Soviets want to delay coming into the war so that they can build up-unless Germany is building up even more. I am playing a game-you can read about it my post called “Can the Allies Win?”-in which there was a G2 attack on Russia involving about 25 tanks, 5 art, 25 inf, 4 mechs, and 11 planes. Right now I am on Round 6 and expect Moscow to fall maybe by Round 9 or 10 unless there is a major reversal or terrible dice for the Germans.

So again, if you are America, you want to be in the war as soon as possible; if you are the Russians, it depends on how much the Germans are building up to go after you.

You are.  The influence of one unit on another disappears beginning in the round after it is no longer in the battle.

The reason that defending Surprise Strike casualties are moved behind the casualty strip is that some of them may be subs, which will return fire if there are no attacking destroyers.

Not automatically, but it allows Russia to declare war on Germany. Germany may decide not to declare war on its immediate next turn to collect its NO again.

There’s a few members that have played global at Gencon (maybe even got E40 as a prize), or have been lucky enough to get E40 early. Has anyone invaded the strict neutrals yet? There is a lot of speculation, but I wondered if anyone actually did it. I doubt anyone would try it in the first couple of games they played (testing the waters), but might push the envelope once they got a few games under their belt. So how about it?
