Can Russia send her fighter to London thus helping defend it and forcing Germany to declare war on her in order to do sealion? Would this work and is it a good idea?

Nope, you can only land units at allies’ tt when at war. As Russia you are not yet at war (unless g1 attack on Russia).

Germany can do a G2 sealion at which point Russia still can’t do anything. Believe me if the Amercian player could build planes and send them to the UK they would but they can’t either. Its one of the things that makes sealion possible.
