I’d say EE would be Soviet because as you said, Stalin had annexed the Baltic Republics, and Eastern Poland, both of which lie in EE. Also when Looking at GER its bigger than Germany actually is because it includes the Western half of Poland, and Czech which at this point Hitler had Annexed.

You don’t have to take the fighter first.  It’s perfectly legal to take the carrier and leave the fighter stranded.  In order for the fighter’s move to not be a suicide mission, the only requirement is that it have a possible place to land (assuming the defender never hits).  Once the battle actually starts, it’s up to the owning player which casualties are taken.

The rules dealing with suicide missions address movement only.  There is nothing in the rules that indicates that casualties must be taken in a certain order to preserve fighters’ landing spaces.

You’re right, whether using the box rules or LHTR.  Taking a power’s IPCs by taking their capital is not income, so you can collect it even if your capital is held by the enemy.

Short Version:

If all 4 units to be moved are still in EUS at the start of the US move, then the Algeria amphib can be done using only 1 TRN and the 2 units it can carry, the other INF and the AA would have to be moved in NCM (assuming the US won the amphib)

Exactly the only option in your situation would be to let the territory be taken by Germany and then land there with US boys again.

Where’s the unguarded territory if he blocked off the Baltic? What if there are no troops or very little troops in W. Europe? You may be infinitley efficient when you can bombard a territory, but when the territory doesn’t have many or any troops to bombard, or you are blocked, you are many turns behind in amassing the necessary troops to attack.
