Italy taking London?! Now I’m intrigued! That sounds crazy awesome. Have no idea how it could work. A risky move, no doubt. Like letting Italy clean up Paris after Germany does the dirty work. I’m a big fan of non traditional strategies.
I assume the German player will destroy the French DD and CA in SZ91 on their first turn. The UK could make an ill advised attack on the Italian fleet, and might not destroy anything(flip the BB?) and in return lose a FTR and a TAC.
In terms of who shares a box with the French, I think it’d come down to how many territories they are set-up in.
If the other power is all over the map then the set-up text won’t leave room for the French set-up.

This is why the only logical choice for who shares a box with France must be the USA which has very few territories on the map that can be populated initially. Unless you want An Axis player to share a box with their enemy.
by the way,
reading all the posts on french territorys in africa. all great ideas, with bases in dakar andsub bases in madagascar, but how in the world can they fit those places in on the upcomming AAE40 and keep it in scale with the AAP40 map? somebody explain how this can possibily work.
I am sure they made both maps before they released Pacific or at least had a good idea of what it was going to look like.
you people overcomplicate things.
The way the rules are is the way they stay! please! I don’t wan’t to have to learn a new set of rules every time.
It’s great to add powers and intrigue, but please, you overdo it
I am sorry for the above grammatical/spelling/capitalization mistakes
