No. There’s nothing in the rules indicating that.

We played a couple, then moved onto a week-long game of Global. I like “Revised” quite a bit, but my usual opponent is none-too-happy with the ability of transports to shoot back.

Maybe they are Vichy France and want aid Aixs  :-D You know, that baltic BB for germans can really help for Sea Lion, specially with instant tech  :-D

You should take a look in the Players Help section, theres a sticky post at the top that shows the initial setup for all the axis and allies games, or you could just point and click the big X
