Neutral USA/USSR unit share territory with others?

No. He has to place them. Hopefully there’s more than that one IC to place them so they are not destroyed before his next turn. But he cannot “hold” them. They must be placed on the board. At least that’s how we’ve always played it.

Yes planes can pass over any zone that contain enemy ships, enemy planes, or enemy units. Planes cannot pass over neutral countries. In sbr’s they have to fight their way in if escorted or not if they are intercepted. After the interception or not then they get shot at by aaa and then if they survive that they get to bomb the factories and the tac bomber’s can bomb the airfields and naval bases. You are right that in the older version the aa was always active but not anymore. Hope this helps! :-)

The only time I have built an air base for Holland is when doing sea lion from sz110. It was a long time ago, but I believe I did it because the US had a couple loaded carriers (sz102) and bombers in range to hit my tpt fleet after the assault on London. I think we were testing out sea lion theories at the time, so the allied player knew that sea lion was a good possibility.

The country that controls the territory controls the troops.

Germany takes Bulgaria, gains 4 infantry (+whatever was moved in there).  When Germany goes again, those troops can now move, whether it be combat or non-combat.

what about from an allied POV though?

Allied POV might work if Germany is on the defencive (not very common), but Japan has outgrown US economy but not taken India. (happends alot, especialy with kgf or balance)

Allies need to keep Germany from activating Sweden (might be the easiest to isolate), Spain (easiest to attack) and Turkey (big UK army from 2IC in Egypt and Persia?). Goes without saying that allies attack land in africa and south america to boost their economy.

Im not saying its usualy a good idea, but it might be a plausible strategy to get that little extra IPC that stops Japan from winning pacific side. (Japan gains nothing if allied DOW neutrals, unless they pick up Afgahnistan.)

Yea, I suppose it’s unlikely for allied units to be trekking across Russia. Still it is a bit odd that in the same round a Russian fighter can land on a US carrier in the Atlantic but not in the Pacific.

I guess the rule is the way it is in the interest of simplicity. It did sort out the whole Russia going to war with Japan in order to take neutrals in Europe thing.

Ah!  OK.  That’s what I thought.  I didn’t think they could prior to turn 4.
