Axis lose after turn 1?

If you play that shorter game method, and your the Axis in this one, if you have some bad dice rolls and don’t take a city, you lose! I’ve been thinking if I should post it, but I thought it was an issue that should be mentioned!

I believe the ‘shorter game’ reference means the number of VC’s needed to win the game. From page 24 of the rules:
At the end of the United States player’s turn, check to see if either side has won the game based on the victory city condition you are playing to.
Default “Surrender with Honor†15
Option 1 “Projection†13
Option 2 “Total War†18If your side controls enough victory cities to achieve the preset victory condition, you all win the war.
Otherwise, start a new turn and continue the conflict. -

Hmm. The allies START the 1941 with 12 VCs:
United States: Washington, San Francisco, Honolulu, and Manila
United Kingdom: London, Calcutta, Sydney, Hong Kong, and Ottawa
Soviet Union: Moscow, Stalingrad, and LeningradI think your premise is incorrect.
