I suggest you download TripleA (there are turorials on the forums). You can play against the AI (like GTO I guess), hotseat and online. It rocks.

triplea is an open source gaming engine.

it has aa42, aswell as classic, revised, and anniversary.

it is free to play by yourself, against a weak ai, or against other gamers from around the world realtime or play by email.

Air units are the only units that cannot non-combat move into a territory taken that turn.  You can “reinforce” territories that were captured the same turn with any land units you want (that can reach of course), including AA guns.
