It’s treated in exactly the same way as it normally is when ships begin the turn in a hostile sea zone, with the exception that transports may load there.

As Japan, that American 30 IPC bonus is a pretty big deterrant, especially considering that their income is already in the 50’s before it’s added. I think that the German and Japanese players are going to have to have a discussion before the start of the game as to when to awaken the sleeping giant. From what it seems to me, Germany will benefit hugely from keeping US and USSR out, while Japan wants them in as soon as possible.

The US bonus is 40 IPC.

While the US is not at war, it may not use UK or ANZAC naval bases, and UK/ANZAC may not use US bases.  UK and ANZAC are always free to use each other’s bases.

from what I understand, if you move a unit during the combat move phase, and attack, and thus declare war on that power,  then the route you took during the combat move phase must have been clear of enemy units or else it is an illegal move.

A destroyer will stop and fight the entire imperial japanese fleet if it has 6 transports and is moving towards san fransisco, that makes sense
