Ships are less vulnerable when they are immobile in a port?  Most ships that were “protected” in that way ended up never leaving their berths again…

That doesn’t make any sense, examples include;  Taranto Pearl Harbor Tirpitz Operation Catapult, every Italian naval battle in the early war…

Both Hospitals and Ships are off limits to enemy fire. They can move in either the combat or non combat movement phase but not in both. You could move your hospital out of an enemy occupied territory and keep moving once per turn until you have it where you want it. They never are lost. For example, when China has lost it’s last man simply move the hospital down to India or the Middle East where your Ally can use it.

Those particular 12 sided dice work perfectly because of the symbol on them to mark a 12. It looks like a red cross symbol. You can get a set of them here;

The reason I started the game with hospitals already is because they would have had these heading into a war, not waiting until someone got shot to think of buying some bandages. Also, I didn’t want to take any money away from the game that could be spent on weapons. I thought that most players wouldn’t bother buying them because either they couldn’t afford it ( like China) or they would just rather buy tanks so it would be a waste of time to make the rule and buy the pieces.

Our house rule: Once at War the US may purchase one transport (liberty ship) and place immediately for combat.  The ability to place immediately reflects the speed in which the were built durning that time.

why not be able to just upgrade a cruiser you allready own?
for 7 IPC’s for a battle ship

or just bring them damage into play

What if you just moved the carrier fleet from Pearl to San Diego?
Instead of introducing new TUV onto the board, you just shift it out of harms way. This would give the US a strong Pacific option, but also preserves these units to go either way if desired.

Admiral James O. Richardson would have approved of this concept.  In fact it’s pretty much what he said to President Roosevelt in 1940.  It didn’t turn out to be a good move career-wise in the short term (he was dismissed as CinCUS), but this wasn’t altogether a bad thing for him in the long run in view of what happened to his successor, Admiral Husband E. Kimmel.

How would you play 2 Subs attacking 1 Cruiser and 1 Liner?
Let’s suppose the results is: “1” and “2”.
Is there 2 casualties? According to the best result from attacker’s POV.
Only 1 casualty? Assuming the worst case scenario for attacker in which the “1” was on the Cruiser while the “2” was put on the Liner.

No. Sub must choose the liner ship or the warship not both.

It seems to me that giving a single shot with usual combat value  (Sub A2 D1, in this case)  for each attacking unit is much simpler but still provide Liner a real chance to escape and survive.
It is the only units which Subs cannot attack again and again until it is over for one side.

After one round of combat the liner ship can withdraw if surviving the sub attack…

ports protect from naval combat, but not air combat ships don’t get any movement bonus ships may only be build and repaired in port AA gun in Territory protects ships as well one change from our versions: if the Territory is captured the ships are considered “dislodged” and placed at sea ( they are not captured). IN that case if you had enemy ships in the sea zone a battle will be fought. SBR on the port can still take place as per OOB, in this case the only effect is you cant build new ships or place them in that port till repaired, but they still protect against air attack. optional rule: air raids… if the nation is being attacked for the first time roll one D6, 1-3 success/ +1 on all attacks that round, roll each round and reduce die by -1 ( 2nd round 1-2, third just 1)
